		<description>I am hoping you can help me. I had the pleasure of visiting Treasure Beach this summer. While there we met a 13yr old girl that could not hear or speak.My nephew let her try out his i-pod. She gave every indication that she could either hear the music or pehaps feel the vibration..I decicided to but her one and mail it to her. that was the 25th of Aug.she has not recieved her gift  still.I can&#039;t find out anythin. I f I owe more postage I would send it just can&#039;t find out what the deal is.The package was sent to Billy&#039;s Bay Calabash Bay P.A. Elizabeth  Any help you could give me woud be appreciated. 		<description>Ok I don&#039;t mean to bicker and complain but just wanted to raise 2 points.

1. Postal Services around the world are said to have suffered from the introduction of modern communication faciltiies (email, sms, twittering etc.,) The postal services were slow to change. Jamaica&#039;s postal system, even worse, given that they were lagging behind even the modernised physical postal systems in the first place. I remember when I was doing this topic way back in univ (and I won&#039;t even say cause that will jus make me seem old)...and the idea was all bandied about how the PO could modernise and adjust. They could go into services that the market needed: couriering, tracking, money transfer, internet cafe, email hosts and the list goes on. But no, even the free internet terminals put in by Cable &amp; Wireless (now LIME) back in the day sat there in dust, don&#039;t even know if they were plugged in. Staff training and updating seemed lacking and the customer service was same old same old. And here we are how many years later just passing a bill to modernise. Which leads me to point 2.

Our legislative and governance system also needs overhauling. Why should each inch of activity in the country require an Act of Parliament to materialise, review, amend or adjust. Do you know how many bills Parliament passes each year. How is a society to evolve and keep up with the times if it is going to have to wait on each parliamentary session to revoke, amend or pass a new piece of legislation. Why is legislation to be passed to create a company which then becomes bound by the exact specifics written in the bill/act. This is preposterous. Then again, the system rolls on and if no one is gonna bawl and act for change, I guess it will never come.

So hooray for the PO, better late than never!</description>
